Programme Manager – GIS

Tarutium Global Consulting, in collaboration with Malla Reddy Vishwavidyapeeth, is establishing the Climate & Health Command Centre (CHCC) as an academic-led, operationally oriented centre of excellence focused on climate–health intelligence, early warning systems, decision support, capacity building, and applied research. The CHCC is envisioned as a hybrid academic–operational platform that integrates climate science, public health, digital technologies (GIS, AI/ML, IoT), and field implementation to support government departments, communities, and institutions.

We are seeking a talented, motivated, and results-driven professional to join our team as a Programme Manager – GIS. In this role, you will be responsible for driving the Center’s GIS strategy, spatial analysis work, and geospatial data management across projects. This role requires strong technical expertise in GIS tools, spatial analytics, remote sensing, and mapping solutions, as well as the ability to translate project requirements into high-quality geospatial outputs. The Manager will guide a team of GIS/IT/Data analysts, ensure quality control, and support multi-sector projects such as environment, climate, health to deliver impactful digital transformation strategies for our clients.

Key Roles and Responsibilities:

Business Development

  • Identify new business opportunities and potential clients across government, donor, corporate, and NGO sectors. Create pitch decks and promotional materials for GIS/IT services.
  • Track market trends, tenders, and emerging GIS opportunities. Develop and implement BD strategies to grow GIS services and project pipelines.
  • Build and maintain strong client and partner relationships. Represent GIS capabilities in meetings, conferences, and networking forums.
  • Understand client needs and translate them into appropriate GIS solutions.
  • Manage end-to-end client communication and engagement.
  • Lead preparation of EOIs, RFPs, concept notes, proposals, presentations, and budgets. Ensure timely submission of high-quality proposals.
  • Coordinate with GIS technical teams on methodologies, work plans, and solution design.
  • Support branding, outreach, and productization of GIS solutions.
  • Build collaborations with technology providers, research institutions, and government partners.

Technical Delivery Operations

  • Lead development and management of GIS databases, spatial layers, maps, dashboards, and geospatial data systems.
  • Implement projects with good quality control with client satisfaction.
  • Design and implement systems, architectures, and metadata standards for storing, accessing, and organizing geospatial data.
  • Conduct spatial analysis, modelling, remote sensing processing, LULC classification, and change detection.
  • Produce high-quality maps, spatial visualizations, and analytical outputs for planning, monitoring, and reporting.
  • Develop customized GIS applications and automated tools for web, desktop, and mobile platforms.
  • Design and manage WebGIS platforms using GeoServer/MapServer, PostGIS, and cloud environments (AWS/Azure/GCP).
  • Build interactive web maps and dashboards using Leaflet, OpenLayers, MapLibre, Mapbox, etc.
  • Implement API integrations, backend services (Python/Django), and workflow automation scripts.
  • Explore and apply advanced geospatial technologies, including ML/AI, cloud analytics, drones, IoT-based mapping, and crowdsourced platforms.
  • Provide technical inputs for proposals, client presentations, and multi-disciplinary project teams.
  • Present GIS findings to clients, government stakeholders, donors, and partners.
  • Lead, mentor, and supervise GIS Analysts/Associates; conduct internal trainings and capacity-building sessions.
  • Continuously improve GIS processes and stay updated on emerging tools, data sources, and technologies.
  • Develop course, training modules and products.
  • Support development of knowledge products (case studies, methodologies, technical documentation).
  • Collaborate with stakeholders to understand requirements and deliver tailored geospatial solutions.
  • Others as assigned.

Qualification & Experience

  • Master’s degree in GIS, Geoinformatics, Remote Sensing, Geography, Environmental Science, or related field.
  • 8–10+ years of experience in GIS and Remote Sensing, ideally in consulting, development, environment, or infrastructure sectors.
  • Proficiency in ArcGIS, QGIS, Google Earth Engine, ERDAS Imagine, AutoCAD, Python for GIS, and spatial databases.
  • Strong understanding of GIS modelling, satellite imagery, spatial statistics, and geospatial workflows.
  • Experience working on government, internal organizations, CSR, donor-funded, or multi-stakeholder projects is preferred.
  • Demonstrated leadership experience in managing teams, project coordination, and delivering time-bound outputs.

Software Skills required:

ArcMap, QGIS, ERDAS Imagine, ENVI, IDRISI, Autocad Map, ZwCAD, GRASS, Open Jump, Geoserver, PostGIS and Global Mapper, Google Earth, GeoNode, Knowledge in HTML5, CSS and H2 database, GPS, Satellite Image Processing

  • Experience with dashboards (Power BI/Tableau) integrated with spatial data.
  • Ability to innovate and introduce advanced geospatial solutions into organizational processes.
